| Consolidation of Data Mediation across GPRS, 3G UMTS and IP Networks |

XACCT Technologies announced that Cegetel, France's second largest telecommunications operator and part of the Vivendi Universal Group (NYSE:V) and Vodafone network of companies, has selected XACCTmobile(tm) to further enhance its capabilities to offer flexible pricing models for its value-added services to its mobile subscribers. Accenture, the primary systems integrator for the project is partnering with XACCT. The XACCT Cegetel business agreement is one of the largest mediation licensing contracts awarded in Europe in 2002. It further solidifies XACCT's status as the network data management solution of choice following a string of wins with leading mobile operators such as Vodafone Omnitel in Italy, SingTel Optus in Australia and Sprint PCS in the US. XACCTmobile was selected, after an eight-month-long evaluation and testing effort, as an integral element in Cegetel's NIS (New Information System) project to replace all of Cegetel's current data mediation systems. XACCTmobile enables Cegetel to offer value added data services over GPRS (General Packet Radio Service), UMTS (Universal Mobile Telecommunications System) and IP networks. Cegetel's NIS will unify and integrate all aspects of mediation, provisioning, billing and customer relationship management. XACCTmobile, based on XACCT's industry-leading Network to Business (N2B(tm)) Platform will provide comprehensive mediation functionality for Cegetel's 2.5G and 3G and IP networks. XACCTmobile provides a real-time link between Cegetel's network and its back office business and operations support applications, enabling Cegetel to easily configure and transform raw network usage data into billing and decision support systems.. With complete visibility and understanding of crucial network usage data provided by XACCT's software, Cegetel will be able to develop flexible pricing options for current and future services and boost its average revenue per user (ARPU). "XACCT enables Cegetel to design and deploy new services with the full understanding of network usage and thus fulfill our customers' needs, today and in the future," said Jean-Pascal Aubert, Cegetel's CIO. "Today, we can already begin formulating our business plans to take advantage of this new ability to quickly and efficiently maximize revenue for our services." XACCTmobile significantly shortens Cegetel's time-to-market (TTM) as well as time to revenue (TTR) for services such as Multi-Media Service (MMS), digital images, interactive games and downloadable ring tones. These services, among others, will be rolled out with improved efficiency and costs, contributing to Cegetel's bottom line. For example, Cegetel and XACCT were able to deploy a MMS solution in just a few weeks, bringing it online on 17 December 2002. "We are very pleased
